Second Lieutenant Robert M. Carter completed Officer Candidate Training 22 March 1955 at Fort Benning, Georgia. While in training he was assigned to the 11th Officer Candidate Company. He has held command positions at the Company, Battalion, Commander and Brigade level, and was Assistant Division Commander of the 91st Div. He has also held the positions of Chief of Staff and Deputy Commander, 63rd Army Reserve Command, Commander of the 311th COSCOM and Assistant Deputy Commander General, USArmed Forces Command (MOBDES). | Major General Carter has attended the Command and General Staff College, the Industrial College of the Armed Forces, and the Army War College. | His awards and decorations include the Meritorious Service Medal and the Army Commendation Medal. | In his civilian life, General Carter was a Professor of Public Administration at the University of Southern California.
