Colonel El Cartio Barnes was commissioned a Military Police Officer upon graduation from Officer Candidate School Class Number 55th Company 5th Student Battalion on 22 June 1967. He is a graduate of Military Police Officer Basic and Advance Courses, The Command and General Staff College and The National War College. | His military awards include Bronze Star w/ 2 Oak Leaf Cluster; Meritorious Service Medal w/ 4 Oak Leaf Cluster; Air Medal (6th Award);  Army Commendation Medal w/ 2 Oak Leaf Clusters; Army Achievement Medal.  He wears the Ranger Tab, Special Forces Tab, Parachute Badge, Aviator Badge and Army Staff Badge.
