DIRECTOR

Enlisted in the U.S. Army on January 14, 1969, and reported to Ft. Benning, GA, as an E-1 on April 7 for Basic Combat Training (BCT) at “Harmony Church.”  Completed BCT as Outstanding Trainee, promoted to E-2. Reported to Ft. Leonard Wood, MO, on June 18 for Advanced Individual Training (AIT) in Construction /Utilities ( MOS 51B20). Was acting NCO for the class; set class record for highest score,  and set the individual record (which still stands today), promoted to E-3. Transferred to Ft. Belvoir, VA, , on October 7, began  Engineer OCS with a class of 121 candidates.  Was one of only eight candidates commissioned  2LT Corps of Engineers on April 2,1970; primary MOS 1328 (Construction  Officer);  secondary MOS 1331 (Combat Engineer  Officer) with specialized training in  Mines, Demolitions, Combat Bridging, Fortifications, and Water  Supply. Was Class Leadership Graduate and 9th in Academics out of 69 who graduated. Reported to the 575th Engineer BN, Ft. Stewart, GA. Served as an Earthmoving Platoon Leader attached to C Company; later became a Construction Platoon Leader in B Company , which was transferred to Hunter Army Airfield (Savannah, GA). Arrived  in Viet Nam (RVN) on January 11, 1971; Assigned to 20th Engineer Brigade (COMBAT), 159th Engineer Group (CONST) stationed at Bien Hoa; served  with  the 92nd Engineer BN(CONST) at Long Binh as the Construction Materials Officer and later as the BN S-4, promoted to 1LT on April 2. Returned to CONUS on November 26, 1971; discharged from Active Duty, Assigned to Individual Ready Reserve(IRR) at RCPAC in St. Louis, MO.  Transferred to 1649th Engr. Det. (MOB DES) as an instructor at the Engineer School (1973-78); promoted to Captain USAR June 1976 with MOS 21B; discharged from USAR July 1978. In addition to Engineer OCS, training included Engineer Heavy Equipment Course (MOS 0663); Chemical, Biological and Radiological School(sfx H); USN Facilities Planning Course; Marine Corps Amphibious Warfare-Officers Course(sfx R);  Theater Logistics Course in RVN (MOS 4010); various sub-courses in the Engineer Advanced Course. Awards include  National Defense Service Medal , Army Commendation Medal, Bronze Star Medal w/ Oak Leaf Cluster, Viet Nam Service Medal w/2 BS, and Viet Nam Campaign Medal w/60 Device. Affiliation: Member of The Engineer Officer Candidate School Association (TEOCSA) from 2001-2009. Education:  Associate of Arts (AA) Degree (1967), Associate of Science (AS) Degree in Building Construction (1968); Bachelor of Science(BS) Degree in Business Management (1973); various courses and seminars in the past 36 years on a wide variety of technical and business  topics. Work experience: 15 years in County Government as Deputy County Engineer, Public Works Director, and County Administrator; 21 years in City Government as a City Manager ; twice elected as President of the Northeast Florida League of Cities. Personal: Married 38 years, two children, twin granddaughters; 64 years old, in good health and semi-retired. Hobbies include fishing, travel, water sports, snow skiing and photography.
