COL (Ret.) Frank L. Harman III

PRESIDENT & CHIEF EXECUTIVE OFFICER

COL Harman entered the Army in 1978 and served 16 months on active duty as an enlisted soldier with a tour in the Panama Canal Zone. He was commissioned a United States Army Infantry Officer upon graduation from the Officers Candidate School, Fort Benning, Georgia in 1979. Upon completing the Infantry Officer Basic Course, Airborne Course, and Infantry Mortar Platoon Officer Course he was assigned to Fort Riley where he served consecutively as Rifle Platoon Leader, Weapons Platoon Leader, Company Executive Officer, and finally Company Commander in A Company, 1st Battalion, 2nd Infantry followed by a second company command in B Company, 5th Battalion, 16th Infantry. After attending the Infantry Officer Advanced Course in 1985, COL Harman was assigned as Commander, Joplin Recruiting Company, Kansas City Recruiting Battalion, United States Army Recruiting Command. After Graduating from the Combined Arms Services and Staff School at Fort Leavenworth in 1987, he was assigned as the Adjutant to the Commander of Camp Ames, Korea. After returning to the United States, he was assigned to Fort Benning, Georgia from 1988 to 1991 serving in the U S Army Infantry School as an instructor/ training developer and doctrine writer, S3 Operations Officer for the 11th Infantry Regiment (The School Brigade), and as Commander, E Company, 2nd Battalion 11th Infantry responsible for training new Lieutenants in the Infantry Officer Basic Course. After graduating from the US Army Command and General Staff College and completing a Masters Degree in Public Administration, COL Harman was assigned to Fort Irwin, California serving there as Brigade Operations and Training Officer, 177th Armor Brigade; Battalion Executive Officer, 1st Battalion 52nd Infantry; and Squadron Executive Officer 2nd Squadron, 11th Armored Cavalry Regiment, the National Training Center’s Mechanized “Opposing Force”. His next assignment was as Commander, 1st Infantry Battalion, 2nd Regional Training BrigadeFort Lewis, Washington, an Active Component to Reserve Component assignment and the pilot program for the AC/RC Training Support Brigades. Next, he was assigned as the Commander of the 1st Battalion 16th Infantry, 1st Brigade, 1st Infantry Division, the Big Red One, Fort Riley, Kansas. Upon leaving command he was assigned as the Operations Officer, United States Army War College, Carlisle Barracks Pennsylvania. Next he attended the United States Army War College graduating with a Masters of Arts Degree in Strategic Studies. COL Harman was next assigned to United States Forces Korea where he served as Chief of Training, Assistant Chief of Staff G3, Eighth United States Army, and Chief of Staff, Joint Task Force Non Combatant Operations, US Forces Korea, Yongsan Korea. He assumed command of the 29th Infantry Regiment, (The Infantry School Training Support Brigade) August 2003 to July 2005, Fort Benning, Georgia.  COL Harman’s final assignment was as the Director of Infantry Futures and Capability Development and Integration, US Army Infantry Center, Fort Benning, Georgia.

COL Harman retired in OCT 2006 with over 28 years of service. His most significant accomplishments and honors included:

  • Troop Command (four Companies, two Battalions, for which he was awarded five Meritorious Service Medals and a Brigade for which he was awarded the Legion of Merit)
  • Colonel level service in Korea where he (1) organized and led the NEO Joint Task Force in eight separate theatre wide exercises, (2) negotiated the allied training portion of the joint ROK-US land partnership plan, (3) managed the USFK and Eighth Army training and exercise program, for which he was awarded the joint service commendation, the defense meritorious service Medal and the Legion of Merit.
  • Induction into the Officer Candidate School (OCS) Hall of Fame in 2004.

After retirement COL (R) Harman initially worked as a Senior Project Manager with the defense contractor Science Applications International Corporation. He is currently the President and Executive Consultant with Harman Group LLC a consulting firm which specializes in research & analysis, site representation, marketing and project management for defense industry and government clients.

COL (R) Harman’s Advanced Education includes:

  • Bachelor of Science Degree in Physical Education and Coaching with a minor in History from Baker University at Baldwin City Kansas, Where he played Varsity Football, Intramural Basketball, and was a member of the Kappa Sigma Fraternity.
  • US Army Command and General Staff College.
  • Master of Public Administration from the Bloch School of Business/Cookingham Center for Public Administration, University of Missouri at Kansas City.
  • Master of Arts in Strategic Studies from the United States Army War College at Carlisle Barracks, Pennsylvania. 

COL (R) Harman’s military awards include the Legion of Merit (2), Defense Meritorious Service Medal, Meritorious Service Medal (5th Oak Leaf Cluster), Army Commendation Medal (4th Oak Leaf Cluster), Joint Service Achievement Medal, Army Achievement Medal, Good Conduct Medal, National Defense Service Medal, Global War on Terrorism (GWOT) Service Medal, Korean Defense Service Medal, Humanitarian Service Medal, Armed Forces Reserve Medal, Overseas Service Ribbon and the Army Service Ribbon.

COL (R) Harman is married to the former Lisa Ann Rader of Ottawa, Kansas. She is a graduate of Baker University-BS Elementary Education and Pacific Lutheran University- MA Education and is a teacher for the Department of Defense School System at FT Benning GA. They have four children and three grandchildren.
