COL (Ret.) Frank L. Harman III

PRESIDENT & CHIEF EXECUTIVE OFFICER

COL Frank L Harman III entered the Army in 1978 and served a tour as an enlisted soldier in the Panama Canal Zone. He was commissioned a United States Army Infantry Officer upon graduation from the Branch Immaterial Officers Candidate School in 1979. He served in Infantry and Cavalry Units in CONUS, KOREA, and multiple deployments during the Cold War VOLAR era, and during the Army of Excellence era and the Global War on Terrorism. COL Harman retired in OCT 2006 with over 28 years of service. His most significant accomplishments and honors included: 12 years of Troop Command-four Companies, two Battalions, and a Brigade. And Colonel level service in Korea where he

(1) organized and led the NEO Joint Task Force in eight separate theatre wide exercises,

(2) negotiated the allied training portion of the joint ROK-US land partnership plan,

(3) managed the USFK and Eighth Army training and exercise program.

After retirement COL (R) Harman initially worked as a Senior Project Manager with the defense contractor Science Applications International Corporation. He was next President and Executive Consultant with Harman Group LLC a consulting firm which specialized in research & analysis, site representation, marketing and project management for defense industry and government clients. Since 2019 he has been the president and CEO of the OCS Alumni Association Pro Bono.

His military education includes the Infantry Officer Basic Course, Airborne School, Infantry Mortar Platoon Officer Course, the Infantry Officer Advanced Course, Combined Arms Services and Staff School, US Army Command and General Staff College and the US Army War College.

Frank’s Advanced Education includes a Bachelor of Science in Physical Education and Coaching with a minor in History from Baker University at Baldwin City Kansas, Where he played Varsity Football, Intramural Basketball, and was a member of the Kappa Sigma Fraternity. Master of Public Administration from the Bloch School of Business/ Cookingham Center for Public Administration, University of Missouri at Kansas City. Master of Arts in Strategic Studies from the United States Army War College at Carlisle Barracks, Pennsylvania. 

COL (R) Harman’s military awards include the Legion of Merit (2), Defense Meritorious Service Medal, Meritorious Service Medal (5th Oak Leaf Cluster), Army Commendation Medal (4th Oak Leaf Cluster), Joint Service Achievement Medal, Army Achievement Medal, Good Conduct Medal, National Defense Service Medal, Global War on Terrorism (GWOT) Service Medal, Korean Defense Service Medal, Humanitarian Service Medal, Armed Forces Reserve Medal, Overseas Service Ribbon and the Army Service Ribbon.

His Honorary Awards include the OCS Hall of Fame, Honorary Colonel of the 11th Infantry Regiment, Distinguished Member of the 11th and 29th Infantry Regiments, Order of ST Maurice (Primicerius), and Order of ST Barbara.

Frank is married to the former Lisa Ann Rader of Ottawa, Kansas. She is a graduate of Baker University-BS Elementary Education and Pacific Lutheran University- MA Education and is a teacher for the Department of Defense School System at FT Benning GA. They have four children and three grandchildren.
