James A. Young

Brigadier General James J. Young was born at Fort Ringgold, Texas, a small Cavalry Post on the Texas-Mexican border, 28 November 1926. He was raised in a military family and is himself a veteran of almost 32 years of active duty. | Brigadier General Young served on active duty as an artilleryman for a short time in 1946 and 1947 before graduating from Officer Candidate School at the Infantry School, Fort Benning, Georgia. Subsequently, he was assigned to the Medical Administrative Corps and continuously served in the Medical Department. | Brigadier General Young has served in a variety of assignments in field medical units; the Army schools system; hospitals; and on medical staffs at the field Army, Department of Army, and joint staff levels. His subsequent duty assignments include: May 1969 to June 1971, Director, Health Care Organization and Management Analysis Division, OTSG; June 1971 to July 1972, Director of Medical Operations, Office of the Command Surgeon, Headquarters MACV, Republic of Vietnam; July 1972 to December 1973, Executive Officer, U.S. Army Medical Department Activity and Silas B. Hays Hospital, Fort Ord, CA; December 1973 to January 1976, senior military member and Department of Army representative for the OMB/DoD/HEW Military Health Care Study conducted under the auspices of the Office of Management and Budget, the Executive Office of the President; January 1976 until October 1977, Deputy Director of Resources Management, Office of The Surgeon General with concurrent appointment as Assistant Chief, Medical Service Corps for Pharmacy, Supply and Administration, and Consultant for Health Care Administration. He assumed the functions as Chief, Medical Service Corps and Director of Resources Management, Office of The Surgeon General, Department of the Army on 5 October 1977. | General Young's military education includes: Infantry School OCS; The AMEDD Advanced Course; The U.S. Army-Baylor University Graduate Program in Health Care Administration; the USAREUR Intelligence School; the USAR Air Ground Operations School; CBR Weapons Orientation, Dugway Proving Ground; Nuclear Weapons Orientation Advanced Course, Sandia Base; Basic Medical Science; the MFSS; Interagency Institute for Federal Health Executives, Registrar's Institute; and a variety of other programs of the Army Medical Department. | He holds a BS degree in Military Science from the University of Maryland, a MHA degree in Hospital Administration from Baylor University, and a Ph.D. in Health Care Administration from the University of Iowa. | His awards and decorations include: Legion of Merit, Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, World War II Victory Medal, Army of Occupation Medal, National Defense Service Medal with 1st Oak Leaf Cluster, Vietnam Service Medal with three campaign stars, Vietnam Armed Forces Honor Medal, Vietnam Air Service Medal, Public Health Service Medal, Republic of Vietnam Campaign Medal.
