Dr. Patrick Smith

DIRECTOR

Dr. Smith enlisted in May of 1968 and was selected for OCS at Fort Benning, Georgia.  He was commissioned a 2nd Lieutenant at age 19. He served as an Infantry Platoon Leader with A/5/7 1st Cavalry Division in Vietnam and Cambodia.  He was awarded the Combat Infantryman's Badge, Purple Heart, Bronze Star for Valor, Bronze Star for Meritorious Service, and the Air Medal.

After his military service, Dr. Smith pursued a career in Law Enforcement, serving thirty-three years of diversified experience, eighteen of which were as Chief of Police. He briefly stepped away from the Richmond Police Department to attend college full time at Metropolitan State College in Denver, Colorado where he graduated Summa Cum Laude with Majors in Political Science and Administration of Justice. Later, he would earn a Masters in Public Administration at Golden Gate University in San Francisco with a Major in Administrative Organization and Management, graduating Magna Cum Laude, and would later earn a Doctor of Public Administration at the University of La Verne.

Dr. Smith returned to the Richmond Police Department after his undergraduate studies with combined duties as Robbery and Homicide Detective, represented the department on an alternative sentencing board, and served as a contract negotiator with the Peace Officer Association. He resigned the department to serve as a sergeant with the San Joaquin Delta College Safety and Security Department, where his accomplishments included: converting the Campus Security Department to a P.O.S.T. Certified Police Department, serving as a tactical officer with the Basic Peace Officer Academy, serving as Basic Peace Officer Academy Coordinator and re-organizing the program instituting physical, written, and psychological testing for attendance and instructing Administration of Justice classes.

Dr. Smith then resigned to take the position of Chief of Police with the Chowchilla Police Department, serving for four successful years before accepting the position of Chief of Police with the Beaumont Police Department, where he simultaneously served as Assistant City Manager, until his retirement in 2006.

Dr. Smith’s lengthy career is decorated with a litany of noble accomplishments that served his host cities with multiple organizations, programs, and task forces that improved the safety and well being of its citizens.

Dr. Smith is a life member of the Officer Candidate School Alumni Association, member of the First Cavalry Division Association, member of the 5th Battalion 7th Cavalry Association, a life member of the DAV, and a member of The American Legion. He has been married to Glo Smith for 47 years and lives in Bernalillo, New Mexico.
